The Ministry of Public Works and Public Housing of the Republic of Indonesia signed a Government Cooperation Project Agreement with Business Entities for the Construction of the Trans West Papua Road for the Jayapura-Wamena Segment, Mamberamo-Elelim Segment in Mountainous Papua Province, West Papua, Indonesia.

The Trans Papua project will be carried out by the government together with PT Hutama Mambelim Trans Papua (HMTP) with an investment value of IDR 3.3 trillion. HMTP is a consortium between PT Hutama Karya (Persero) and PT Hutama Karya Infrastruktur (HKI).

Minister of Public Works and Public Housing Basuki Hadimuljono said that the construction of this road had been aspired to since the era of President Soeharto’s administration in the early 1980s. This road will connect Jayapura-Wamena, especially for logistics so that it can reduce the level of expensive goods and services.

“I am sure that this road will soon be realized so that the level of expensive goods and services in Wamena can be reduced and prosperity in the Papua Mountain Province and West Papua as a whole can soon be realized,” said Basuki.

The construction of the 50.14 km Mamberamo-Elelim segment is part of the Jayapura-Wamena section of the Trans Papua Road. The scope of construction includes bridge construction, 1 motorized weighing unit, handling slopes and cliffs, as well as O&M during the service period.

Meanwhile, the form of collaboration for this HMTP project is Design-Build-Finance-Operate-Maintenance-Transfer with a collaboration period of 15 years, consisting of 2 years of construction and 13 years of service, with return on investment through the Availability Payment scheme.

Overall, financing of IDR 3.3 trillion for this development came from an Indonesian government guarantee from PT Penjaminan Infrastruktur Indonesia (Persero) or PII. Basuki also expressed his thanks to the Ministry of Finance, PT PII, and PT HMTP who were willing to help realize the construction of this road.

Meanwhile, the form of collaboration for this PPP project is Design-Build-Finance-Operate-Maintenance-Transfer with a collaboration period of 15 years, consisting of 2 years of construction and 13 years of service, with investment returns through the Availability Payment (AP) scheme.
